New Financial Requirements for Chinese Football Clubs for Seasons 2021-2023


After the salary cap issued by the Chinese Football Association (CFA) on 31 December 2019, the CFA - on 14 December 2020 - issued further financial requirements for all Chinese football clubs, aiming to squeeze the bubble and make sure the Chinese football industry can truly develop healthily and sustainably.

There are different financial requirements for Chinese Super League clubs (CSL), Chinese League One clubs (CL1), and Chinese League Two (CL2). These new requirements are divided into five aspects: an expense limit on clubs, a salary cap of players for the first team, requirements regarding the adjustment and enforcement of contracts, a cap on club bonus, and disciplinary measures.
