Introduction

In 2015, the world witnessed the ambitious project announced by Mr Xi Jinping - leader of the Chinese government - aimed at reforming the whole structure of sport in China, with a particular focus on football: the so-called 50-point reform plan.[1]

Just one year later, in April 2016, the National Development and Reform Commission (NDRC)[2] issued a new reform program called “The Medium and Long-Term Development Plan of Chinese Football” (Football Plan), which set up a number of measures aimed at building a powerful football industry in China and pursue the ambitious goal to host and win the FIFA World Cup in 2050.
