Introduction – Recap of previous policies

As previously addressed in our article published in Football Legal # 9[1], since 2015 China is going through a revolutionary reform addressing the entire sports system. Particular emphasis was given to football[2], as a result of the interest of the President Xi Jinping, a passionate football fan.[3]

In this respect, the Chinese Football Association (CFA) adopted several policies to promote and discover talents within young Chinese generations.[4] Among those policies we could remark:

  • the U-23 rule[5], with the purpose of increasing the participation of U-23 national players within the top-tier leagues;
