Facts

On 18 December 2012, the FIFA Dispute Resolution Chamber (FIFA DRC) rendered a decision (FIFA DRC Decision) whereby a Romanian club (Original Debtor) was ordered to pay outstanding salaries in the amount of EUR 400,000 (plus interest) to one of its former players (Player); the FIFA DRC Decision was not appealed and thus became final and binding. On 16 July 2014, the FIFA Disciplinary Committee (FIFA DC) opened disciplinary proceedings against the Original Debtor for failure to comply with the FIFA DRC Decision.
