FIFA’s 2027 RSTP Reform: A New Method and New Rules


On 10 June 2026, the Bureau of the FIFA Council approved a new RSTP, due to enter into force on 1 January 2027. Presented as the most significant reform of the transfer system since 2001, the new framework combines a shift towards social dialogue with substantial changes to the rules governing player mobility, contractual stability and transfer compensation.

The new framework was adopted after months of negotiations with FIFPRO, European Football Clubs (EFC) and the World Leagues Association (WLA), with the constructive participation of UEFA and CONMEBOL. 

The reform was triggered by the Court of Justice’s ruling in Diarra, but it is not limited to a technical correction of Article 17. It has two distinct dimensions.

First, it changes the method through which the international transfer system is to be regulated. FIFA now presents the Regulations on the Status and Transfer of Players (RSTP) as a collective framework based on social dialogue between recognised representatives of employees and employers.
