Background to the AFC Entry Control Body

In late 2016, the AFC General Secretariat decided to exclude a Cambodian football club, Phnom Penh Crown FC, from participating in the 2017 edition of the AFC Cup. This decision was made because four individuals affiliated to the club had, earlier that same year, been found guilty of match-manipulation by the Disciplinary Committee of the Football Federation of Cambodia.

The AFC’s decision was based on the concept of “indirect” involvement in match manipulation under Article 73.6 of the AFC Statutes, which reads as follows:

“The admission to an AFC Competition of a Member Association or Club directly or indirectly involved in any activity aimed at arranging or influencing the outcome of a match...
