How and when FIFA addressed the existing social and cultural issues related to the protection of minors

Background

FIFA’s current regulatory framework concerning the protection of minors can still be considered the outcome of the agreements of March 2001 between FIFA and other football institutions, on the one side, and the EU Commission, on the other side, concerning the rules on the transfer of players.

Until then, the issue of international trafficking of young players, even if known to sports authorities, was not addressed by international sport regulators, but only by some national associations at a local level. The matter was generally considered and treated by European and national authorities as one of the features of the wider problem of juvenile labor...
