[1]Introduction

One of the main objectives of FIFA is to continually improve the game of football and to promote it globally. In achieving this objective, amongst other things, FIFA encourages the training and education of young players and works to protect their general well-being. FIFA also works and strives to prevent abuses and exploitation of minor players and has implemented regulations which must be followed by all 211 member associations and their affiliated clubs concerning the international movement of minors - both boys and girls.

FIFA has always been, and continues to be, extremely concerned that more and more children are prematurely leaving their homes and families in order to seek engagements at football clubs in another country. Many of these young players will in fact never achieve a career in professional football but they have been removed from their home...
