Preliminarily, the mentioned regulations are part of a wider reform of the transfer system that began in 2017 and has been discussed by the FIFA Football Stakeholders Committee, which has achieved the implementation of several reforms by packages. The new regulations for international loan transfers were supposed to be implemented back in July 2020 but, due to the pandemic, it was postponed by the Bureau of the FIFA Council until 30 March 2022, when the FIFA Council approved its implementation in summer 2022. FIFA has not only published the final wording that will be included in the RSTP but also released a document of explanatory notes.[1] Ms Ornella Desirée Bellia (picture), Head of the Professional Football at FIFA, presented such regulations at the 2022 Football Law Annual Review held in Buenos Aires, Argentina.
