According to FIFA’s regulations, if a club fails to pay specified amounts within 45 days and at the player’s request, the club will be banned from registering new players until the dues are settled. The only way this ban can be reversed is if valid explanations or evidence are presented to challenge the decision. This ban serves as a way to enforce compliance with FIFA’s decisions and is clearly outlined in FIFA’s rules and regulations.

Facts and Procedure

 

On 1 June 2023, the FIFA Dispute Resolution Chamber (DRC) accepted the claim of Uros Deric (Player) against Qingdao Hainiu FC (Club) for breach of contract without just cause.

On 5 June 2023, the DRC decision was notified to the parties ordering the Club to, within 45 days of notification of the decision, pay an amount net to the Player as compensation plus 5% interest p.a. as from 5 April 2023 until the date of effective payment, otherwise the Club shall be banned from registering any new players, either nationally or internationally, up until the due amount is paid. Neither the Player nor the Club requested the grounds of the DRC Decision and, therefore, the DRC Decision became final and binding.
