Conclusion

FIFA considers the international movement of minors to be inherently undesirable on account of the risks of abuse and exploitation to which vulnerable young players are subject.[1] However, its capacity for safeguarding the wellbeing of minors at private academies is fundamentally compromised by, firstly, the status of these academies outside ‘organised football’ and secondly, the ambiguities inherent to Article 19bis....
