The UEFA MCO rules impose a strict regime: any formal management role amounts to involvement, and the legal or economic ability to steer a club’s key decisions qualifies as decisive influence. Compliance must exist on 1 March 2025 with no possibility of post-deadline cure. Between OL and Crystal Palace, Article 5.02 assigns the UEFA Europa League place to the club with the higher domestic ranking.

On 14 May 2024, the UEFA Club Financial Control Body (CFCB) sent a letter signed by the President of its First Chamber to member associations regarding the UEFA Club Competition Regulations (UCC Regulations) for the 2024-2025 season:

  • reminding them that, in order to participate in UEFA Club Competitions, all clubs had to prove that they complied with Article 5 of the UCC Regulations, under which no individual or legal entity may have “control” or “decisive influence” over more than one club participating in UCC;
