A key amendment to the FIFA Statutes in 2016 specified that members’ legislative bodies “must be constituted in accordance with the principles of representative democracy and taking into account the importance of gender equality in football” (FIFA Statutes 2016, Art. 15 j.). Further, FIFA’s statutory objectives were expanded: “to promote the development of women’s football and the full participation of women at all levels of football governance” (FIFA Statutes 2016, Art. 2 f.) and “to use its efforts to ensure that the game of football is available to and resourced for all who wish to participate, regardless of gender or age” (FIFA Statutes 2016, Art. 2 e.).
