FIFA’s New RSTP Article 12bis / FIFA Circular no. 1468

FIFA announced on 23 January 2015, in its Circular no. 1468 , that it had added a new provision, Article 12bis "Overdue Payables" to its Regulations on the Status and Transfer of Players. Article 12bis stipulates a new dispute resolution system the purpose of which is to force clubs to honour their payment obligations as stated in contracts.

Unfortunately, the late or non-payment of players’ salaries by clubs is a big problem that occurs with alarming frequency in today's football world. Such late and non-payment of players’ salaries not only threatens players' livelihoods and status in society, it also creates a hotbed for match-fixing. In short, it is one of the massive problems that football must grapple with to resolve.
