FIFA announced on 23 January 2015, in its Circular no. 1468 , that it had added a new provision, Article 12bis "Overdue Payables" to its Regulations on the Status and Transfer of Players. Article 12bis stipulates a new dispute resolution system the purpose of which is to force clubs to honour their payment obligations as stated in contracts.
