CAS Reduces the Ban imposed on Mong Joon Chung

Mr Chung was initially sanctioned by FIFA due to improper lobbying activities in 2010 in connection with the Korean Football Association (KFA) bid for the 2022 FIFA World Cup. On 23 June 2016, the FIFA Appeal Committee had imposed a suspension from taking part in any football-related activity for five years against Mr Chung and fined him CHF 50,000 (approx. EUR 45,000).

Following an appeal by Mr Chung, the CAS Panel confirmed on 10 January 2018 the violation by Mr Chung of some rules of the FIFA Code of Ethics but to a far lesser degree than found by the FIFA instances.

Accordingly, the appeal was partially upheld, and his fine was waived while the suspension was reduced to 15 months.

In particular, the CAS Panel found that it was common for FIFA Executive Committee members to promote the bids presented by their national football associations, that the Appellant’s lacked any prior record of unethical behaviour, that he had taken a public stance against corruption within FIFA, and that he had provided meritorious services to FIFA and football over the years.
