Leading Football Agent David Manasseh Given 3-Month Ban for Breach of FA Regulations on Working with Intermediaries

David Manasseh, the co-founder of one of the leading UK football agencies Stellar Group Limited (Stellar) has been suspended by The English Football Association (The FA) for 3 months and fined GBP 50,000 (approx. EUR 57,000) after being found guilty at a regulatory hearing of trying to enter into a representation contract with a football player who was under the age of 16.

The Regulations

Specifically, it was alleged by The FA that Mr Manasseh “entered into a Representation Contract with [a named player] before the 1st day in January of the year of that Player’s sixteenth birthday contrary to Regulation B8 of the FA Regulations on Working with Intermediaries Regulations 2017-18” (the “Intermediary Regulations”).[1]

Regulation B8 of the Intermediary Regulations states that “An Intermediary must not, either directly or indirectly, make any approach to, or enter into any agreement with, a Player in relation to any Intermediary Activity before the 1st day in January of the year of the Player’s sixteenth birthday.”
