FIFA’s Third Package Reform

As part of the reform process initiated by FIFA since 2018, a third Reform Package is under consideration and under discussion. It concerns minor players, transfer windows, squad size limits and tax issues.

In February 2020, FIFA announced its vision for the period 2020-2023 by publishing its interesting paper “Making Football Truly Global”.[1]

This must-read document identifies different problems affecting the current football landscape, amongst which the author highlights: (i) the widening financial disparity in global club football and (ii) the increasing competitive imbalance in both national team and club competitions.

FIFA has set itself 11 challenging goals for the years to come. For the purposes of this article, we will focus on the ones which are specifically addressed at tackling the above two problems:
